IPSEC reconnect issues

I have 2 PFsense machines on 1.2.2 1 on a 2Mb framestream line and 1 on an ADSL line with a draytek modem. When the ADSL gets reset the IPsec tunnel will not come back up and on the machine the starts the connection give racoon: ERROR: none message must be encrypted.
The only way to fix this is to restart the racoon on the box that starts the connection. Is this a known bug and if so is there a fix?
