upgrade 1.2.3 to 2.0: config.xml not read

I have attempted 3 upgrades: 2 using the webgui via snapshots of the last 2 days and 1 using a boot CD of v2.0 (dated 31st Dec 2009 as more recent builds appear to have failed) with config.xml on a usb flash drive (which works fine for a v1.2.3 boot CD). I all cases the OS upgrades &or installs and boots just fine but does not pick up the config details. Very simple setup with 1 WAN and 2 LAN and flawless under 1.2.3
Any tips or any others seeing this ... etc
