I think you will use LoadBalancing/Failover:
Not it is not solved. The actual workaround is to double NAT one gateway so that there are different gateways.

Yeah, and double-NATting means you need another router for one of the modems before going into pfsense, right?

or just use modem in routing mode instead of bridging

Don't going to think so. If I remember it right it depends more likely to source os than pfsense itself.

this. No plans to add this support at this time (though our plans are entirely dependent on what people are willing to pay for, so they can change at any time). Definitely won't be in 2.0, that's coming out next week.
