Significa que la IP que pingueas para comprobar la puerta no responde a ping.
Esto puede ser debido a caída de la conexión o que el equipo que pingueas tiene alguna forma de protegerse contra ping excesivos.
A verificar ambas cosas...

Si la IP no respondiera a los Pings, apareceria como "Down"

En las opciones avanzadas del GW puedes configurar los parametros de tu preferencia (si dejas todo en blanco, utiliza los parametros por default)
