I think he meant the forum software SMF..  You know its hard to not typo it when right at the bottom of the page.. Maybe he was using his smart phone and fat fingered it, or it auto corrected for him ;)

Small Form Factor meaning more compatible with smaller screens such as smartphones.  Probably a Bootstrap-capable forum that auto-resizes the window and page elements and eliminates the horizontal scrollbars.

It's clear what NOYB meant.
