16x16 fav icons are too small.  32x32 fav icons make much better and recognizable desktop shortcuts.

Who puts URL shortcuts on their desktop??  Set the WayBack Machine for the 1990's!

I utilize the desktop heavily.  Things that are used on a regular and frequent belong in hands reach (physical desktop analogy).
 
Also things associated with a current project etc. that is being currently worked on also warrant having shortcuts on the desktop.  Then when done with that, remove the shortcuts from the desktop and organize the desktop up next project, etc.
 
Oh and with touch screens it's even more convenient.

What is your point? A pinned website icon on the desktop is customizable. I would attach a 32x32 ico but apparently that is not allowed.

A pinned website icon on the desktop is customizable.

I see no such typical means of assigning a custom icon to a "Pinned Site Shortcut (.website)" on the desktop.  Only for "Internet Shortcut (.url)".  Windows 8.1 Pro, IE 11
 
I can create icons galore.  That's not an issue.   And have changed the one in pfSense router with a larger one so that it works automatically with both "Pinned Site Shortcut" and "Internet Shortcut".

OK. You are asking for help to personalize your Win8 desktop shortcuts. You already know what to do with a url shortcut so open a powershell window. Navigate to the Desktop folder and rename the file. Does that work?

 mv '.\pfSense Forum - Index.website' '.\pfSense Forum - Index.url'

No actually I wasn't asking for help at all.  I was providing feedback as to my preference regarding the web site fav icon size.  Which is still unchanged.  Manual workarounds for things that should be automatic do not resolve root issues.

Ha, that's what I really need for my already-too-small phone screen: web shortcuts.  I don't know.  I'm a minimalist.  My desktop has exactly one icon, the Recycle Bin.  I absolutely hate sitting at someone's PC and staring at a vomitorium of icons all over the place.  How the hell do you find anything, especially with Windows' penchant for rearranging icons on a whim.

Hmmm... How the heck does that differ from the (ages existing) ability to create an URL shortcut on desktop? Oh yeah, you get the useless app as a bonus overhead. One app per website! Musthave! More clutter to the screens! 15" phones, now!

haha I'm not taking one side or the other, just pointing out recent news :P

I'll try and get to adding a more friendly favicon soon if I can keep the size down, but it is a low priority at this point.

The browsers development is heading to a giant shithole lately... Utter nonsense being implemented (Oculus Rift in FF, anyone?). Chrome just got an absolutely unusable bookmark manager in stable by default (W8-style Start-screen-like-huge-tiles BS impossible to organize in any way. The moron that designed that must have never used bookmarks for anything.)

go to settings and change the view to list
