Firewall rules -> State Type

When you select Synproxy for state tracking, this is the help that is presented:

"Synproxy: proxies incoming TCP connections to help protect servers from spoofed TCP SYN floods. This option includes the functionality of keep state and modulate state combined"

Modulate state is not an option in the drop down but the above seems to imply it is.
